Planning and Engineering Services for Project Implementation

Mobile & Baldwin counties, Alabama

The Mobile Bay National Estuary Program (MBNEP)/Dauphin Island Sea Lab (DISL) requests firms’ qualifications for professional services for an Indefinite Delivery/Indefinite Quantity (IDIQ) Agreement. Request for Qualifications allows MBNEP to pre-qualify vendors for specific professional services. To assist with new projects, MBNEP will assess the selected firms based on qualifications as necessary for a given project. This RFQ process will be used to select up to five contractors or contractor teams who can successfully perform these services on an agreed-upon schedule. Summary of Offering

The MBNEP seeks to implement priority recommendations of coastal watershed plans and other needs identified in the Comprehensive Conservation and Management Plan for Alabama’s Estuaries and Coast. An inventory of projects has been amassed, including shoreline stabilization, low impact development installations, in-stream regenerative stormwater conveyance, and other habitat stabilization and restoration activities.

A component of all these activities will be extensive community engagement. MBNEP will work with target communities to improve their understanding of how green infrastructure (whether along shorelines or as retrofits to existing infrastructure) will not only reduce flooding and associated pollutant loading in area waters but will improve their quality of life by promoting enhancements to ecological functions and the services they provide.

Funding from the U.S. Environmental Protection Agency (EPA), Bipartisan Infrastructure Law, Gulf of Mexico Security Act (GOMESA), and the National Fish and Wildlife Foundation have all been used to support implementation activities and are available at present to advance these plans. MBNEP will continue to pursue additional funding sources to support the following activities, and any other planning, engineering, and construction activities deemed necessary.
